Board of Directors

A.               Board Structure: Community Action, Inc. is a locally controlled, private,

non-profit corporation through which representatives of all segments of the community, including low-income individuals, participate in making decisions about programs and services to benefit people living in poverty. The Public Sector is made up of local elected officials; the Private Sector is business, labor and social services; and the Poverty Sector is made up of elected representatives of the low-income community.

B.               Board Size and Function: Each of the three sectors has 11 seats on the

Board, for a total of 33 members. The Board performs the following functions:  community involvement, mobilization of resources, initiates new programs, program coordination and planning and evaluating. There are seven standing committees that review issues and report to the full board.

C.               The standing committees are Bylaws, Community, Finance, Head Start Review, Personnel, Program, and Housing. An Executive Committee of the officers and chairpersons of each standing committee meets monthly and acts on routine matters.

D.        Shared Governance: Community Action, is a Head Start grantee and is    required to establish and maintain a formal structure of shared governance through which Head Start parents can participate in policy making or in other program decisions. This structure is supported by the Boards Head Start Review Committee and by the Community Action Head Start Policy Council. Through the Head Start Review Committee information is shared and those items that require the consideration and approval of both the Head Start Policy Council and governing body (The Community Action, Inc. Board of Directors) are reviewed and acted upon.
